Standing at a new starting point for the development of the 13th five-year plan industry, the strategic goal of China's petroleum and chemical industry development should be to leapfrog the world's powerful oil and chemical industry. In order to realize this leap, our strategy should change from "following" to "leading". At the same time, we should not only consolidate and enhance the competitiveness of traditional industries, but also cultivate and develop strategic emerging industries.
The strategy changes from "follow" to "lead"
The biggest change from a big oil and chemical industrial country to a strong one should be the change in the development strategy of the industry, from "following" to "leading", or from "following" to "following" and "leading". Whether the transformation of industrial development strategy can be realized, and whether we can take the leap from a big country in petroleum and chemical industry to a powerful one, is crucial to the improvement of industrial technological innovation ability.
During the 13th five-year plan period, the development environment of China's petroleum and chemical industry is undergoing and will undergo a series of profound changes. For example, the shale gas revolution in North America, the impact of cheap oil and gas resources in the Middle East, the structural adjustment of Japan and Korea's petrochemical industry in China's market is accelerating, and all countries are accelerating to seize the technological innovation commanding heights. The development environment of the world's petroleum and chemical industries requires that China's petroleum and chemical industries should strengthen independent innovation and accelerate the improvement of industrial competitiveness.
The present situation of China's petroleum and chemical industry structure also requires us to intensify technological innovation and accelerate industrial transformation and upgrading. A complete oil and chemical industry chain, from raw materials to terminal market in general can be divided into five level of industrial structure, the first for oil, gas and chemical mining industry, the basis of the second petroleum chemical raw materials processing industry, the third for the general oil and chemical processing and manufacturing, the fourth for the high-end oil and chemical manufacturing, and the fifth for the strategic emerging oil and chemical industry. Since the beginning of the 21st century, countries around the world, especially large oil and chemical countries, have significantly accelerated the pace of industrial restructuring, increased investment at the fourth and fifth industrial structure levels, and increased competition to seize the technological commanding heights of the industry in the future.
According to the latest industrial structure analysis in 2014, China's petroleum and chemical industries are mainly concentrated in the first three structural layers at the lower end of technology. They account for 35%, 17.7% and 47.3% of the overall structure of China's petroleum and chemical industries respectively. Therefore, on the whole, the product and technology structure of China's petroleum and chemical industry is low-end, backward and homogenized, highlighting the acute contradiction of industrial structure and the urgency of accelerating the adjustment of industrial structure.
Therefore, during the 13th five-year plan period, the independent innovation of the entire petroleum and chemical industry must focus on, highlight the key points and make concerted efforts in accordance with the principle of "doing something and doing nothing" under the premise of overall planning, and strive to achieve significant breakthroughs and progress in industrial structure upgrading and improvement of industrial competitiveness.
Enhance the competitiveness of traditional industries
China is an economic power, and the self-supporting ability of economic development is an important component of the development strategy of a great power. The self-supporting capability and advantages of traditional industries of petroleum and chemical industry are the indispensable basis for the economic development of large countries. In order to realize the leapfrog development of petroleum and chemical industry, we must first consolidate and improve the competitiveness of traditional industries.
There are three opportunities for developing traditional industries. First of all, China's economy has maintained a medium-high speed of development, providing a strong impetus for the development of traditional industries. Second, the huge domestic market demand, for the traditional industry development has provided the growth space. Third, the national macro-control policy is changing from extensive and "one size fits all" management methods to multi-pronged and precise management. The management concept has also changed from the previous administrative intervention to the market-oriented one, which is conducive to the release of the development vitality of traditional industries.
In order to consolidate and improve the competitiveness of traditional industries, we must take a new approach of "reducing the intensity of development and upgrading by multiplication", and finally achieve the overall goal of "reasonable total volume, advanced technology, optimized structure and outstanding competitive advantages".
The reduction of traditional industries is to further strengthen industrial advantages, enhance industrial competitiveness and enhance industrial vitality. For example, the elimination of energy efficiency and emissions standards, poor profitability of enterprises or devices. By doing a good job in the reduction method, we can realize the high-quality goods development strategy of "reduction but not weakness" and "less is better". We will build a number of elite and powerful forces in traditional industries and form a number of advantageous clusters in traditional industries. At the same time, the traditional industry should do a good job in multiplication, and inject new impetus to the sustainable development of the traditional industry through technology upgrading and optimizing the structure. For example, in high-end, differentiated product development boldly embrace the terminal market.
Developing strategic emerging industries
During the 13th five-year plan period, China's petroleum and chemical industries must, in accordance with the overall requirements of leapfrog development and in accordance with the principle of "doing something, doing something wrong", seize the opportunity, clarify the direction, highlight the key points, and accelerate the cultivation and development of strategic emerging industries with Chinese characteristics and advantages. This is a major subject that requires brainstorming and in-depth discussion. At first glance, six strategic emerging industries, including new materials for chemical industry, new energy resources, biochemistry and biomass fuels, modern coal and chemical industry, energy conservation and environmental protection, and producer services, should be cultivated and developed. By 2020, the output value of strategic emerging industries will be significantly increased in the petroleum and chemical industries, forming an industrial pattern with clear directions and coordinated promotion. It will greatly drive the transformation and upgrading of the whole industry and provide strong support for the transition to a powerful oil and chemical industry.
From the point of view of development, priority should be given to developing the new material industry of chemical industry, focusing on developing high-performance materials, high-performance fiber, high-performance composite materials, new inorganic non-metallic materials, electronic chemicals, 3D printing materials and functional materials.
We will energetically develop new energy industries such as shale gas, and promote the construction of pilot areas for Marine facies, pilot areas for sea-land transition facies and continental facies experiment areas. We will strive to achieve large-scale production by 2020, with an annual output of more than 30 billion cubic meters.
We will accelerate the development of biochemistry and biomass energy, focus on developing new bio-based materials and bio-based chemicals, and accelerate the industrialization of scientific and technological achievements. We will increase support for the planting of non-grain crops, accelerate the development of standard systems for biochemical and biomass fuels, and form large-scale development of biomass fuels such as non-grain bioethanol. We will make use of the existing foundation of the biochemical industry to accelerate the development of new biochemical products.
Promote the healthy development of the modern coal chemical industry norms, adhere to the "deep demonstration, reasonable layout, sum up experience, cultivate advantages, continuous innovation, steady development" the guiding ideology, adhere to the "strengths, measure water, and environmental carrying capacity" principle, and comprehensive consideration of coal resources, environmental capacity, market demand and transportation conditions, steadily expand the demonstration, strictly prevent overheating.
We will actively develop energy conservation and environmental protection industries, focus on developing new and applicable technologies, and promote the transformation of new and high technology achievements in environmental protection industries. Key mercury pollution control, prevention and control of atmospheric pollution, phosphogypsum governance, difficult, saline wastewater, organic wastewater VOCs treatment, hazardous waste disposal, waste recycling, the stench governance prominent environmental problem such as prevention and treatment, further popularizing advanced application of circular economy and clean production technology and equipment, foster a batch of demonstration projects, enterprises and the park; We will focus on building a number of environmental protection industrial parks and regional centers for distribution and treatment. We will actively carry out on-site trials for CO2 capture, utilization and storage, and build one-million-ton demonstration projects.
We will focus on developing modern producer services, including modern logistics, scientific and technological services, creative design, business services, information services and trade flows. Centering on petrochemical industrial cluster and chemical industrial park, we will cultivate several production service industry clusters with distinctive characteristics. We will accelerate the in-depth integration of information technology and industrialization, and foster a number of large-scale and professional service enterprises integrating electronic transactions, storage terminals and logistics and distribution.
In addition, the great opportunities brought by One Belt And One Road strategy to the industry development and the future development trend of chemical industrial parks are also worthy of attention. (source: China chemical daily)
