Standing at a new starting point for the development of the 13th five-year plan industry, the strategic goal of China's petroleum and chemical industry development should be to leapfrog the world's powerful oil and chemical industry. From the point of view of development, priority should be given to developing the new material industry of chemical industry, focusing on developing high-performance materials, high-performance fiber, high-performance composite materials, new inorganic non-metallic materials, electronic chemicals, 3D printing materials and functional materials.

We will energetically develop new energy industries such as shale gas, and promote the construction of pilot areas for Marine facies, pilot areas for sea-land transition facies and continental facies experiment areas. We will strive to achieve large-scale production by 2020, with an annual output of more than 30 billion cubic meters.

We will accelerate the development of biochemistry and biomass energy, focus on developing new bio-based materials and bio-based chemicals, and accelerate the industrialization of scientific and technological achievements. We will increase support for the planting of non-grain crops, accelerate the development of standard systems for biochemical and biomass fuels, and form large-scale development of biomass fuels such as non-grain bioethanol. We will make use of the existing foundation of the biochemical industry to accelerate the development of new biochemical products.

Promote the healthy development of the modern coal chemical industry norms, adhere to the "deep demonstration, reasonable layout, sum up experience, cultivate advantages, continuous innovation, steady development" the guiding ideology, adhere to the "strengths, measure water, and environmental carrying capacity" principle, and comprehensive consideration of coal resources, environmental capacity, market demand and transportation conditions, steadily expand the demonstration, strictly prevent overheating.

We will actively develop energy conservation and environmental protection industries, focus on developing new and applicable technologies, and promote the transformation of new and high technology achievements in environmental protection industries. Key mercury pollution control, prevention and control of atmospheric pollution, phosphogypsum governance, difficult, saline wastewater, organic wastewater VOCs treatment, hazardous waste disposal, waste recycling, the stench governance prominent environmental problem such as prevention and treatment, further popularizing advanced application of circular economy and clean production technology and equipment, foster a batch of demonstration projects, enterprises and the park; We will focus on building a number of environmental protection industrial parks and regional centers for distribution and treatment. We will actively carry out on-site trials for CO2 capture, utilization and storage, and build one-million-ton demonstration projects.

We will focus on developing modern producer services, including modern logistics, scientific and technological services, creative design, business services, information services and trade flows. Centering on petrochemical industrial cluster and chemical industrial park, we will cultivate several production service industry clusters with distinctive characteristics. We will accelerate the in-depth integration of information technology and industrialization, and foster a number of large-scale and professional service enterprises integrating electronic transactions, storage terminals and logistics and distribution.
